Why Your Involvement Matters

Water Safety Association of Florida (WSAF) is a nonpartisan, public-health focused organization working to improve the safety of building water systems across Florida—especially cooling towers, domestic water holding tanks, and supplemental disinfection systems.

When these systems are not properly managed, they can contribute to the growth and spread of Legionella, a bacterium associated with legionellosis/Legionnaires’ disease.

Florida’s buildings, hospitals, senior living, hotels, high-rises, campuses, and workplaces, depend on complex water systems that require consistent maintenance and monitoring.

A statewide approach improves transparency, accountability, and early detection—helping prevent outbreaks before people get sick.

Clear standards also help responsible owners and operators: they create predictable expectations and practical guidance for compliance.

Support Legislation Advancing Building Water Safety in Florida

This legislation establishes a comprehensive statewide framework to prevent and control Legionella and other waterborne pathogens originating from cooling towers, domestic water holding tanks, and supplemental potable water disinfection systems. Its primary goal is to protect public health through consistent oversight, preventive maintenance, and rapid response to elevated bacterial levels.

What The Bill Does

  • Requires registration of covered building water systems throughout florida
  • Establishes routine bacteriological and Legionella testing
  • Standardizes maintenance and water management programs
  • Requires certified inspections and annual compliance confirmation
  • Enables transparent reporting and public health notification when thresholds are exceeded
  • Recordkeeping to support accountability and public health action

Why It Matters

  • Protects vulnerable populations in hospitals, senior living, and high-density buildings
  • Aligns Florida with nationally recognized standards (ASHRAE 188)
  • Shifts the state from reactive outbreak response to proactive prevention
  • Supports itself financially through permitting, fees, and related revenue
  • Creates jobs while strengthening public health infrastructure
